Details
These USTA leagues are a
lot of fun and a great way to meet and play with different people and with
different levels. In the Combo league, your USTA rating is added with
your partner's USTA rating and the total must be equal to or less than the
league you are playing. Ex: You are a 4.0 player, your partner is a 3.5,
your total is 7.5 so you can play together on a 7.5 team, but not a 6.5
team. Also, two 3.5 players can play together on a 7.5 team (but not a
6.5) because their combined total is 7.0.
Local
(P.A.T.A.) team play is available in Adult combined levels of 6.5 and 7.5,
and Senior combined levels of 6.5 and 7.5
New For
2005: The local league fees (paid through
TennisLink) are $7. There is also a $2 TennisLink electronic administration
fee.
Captains are responsible for choosing their own facilities and paying their
own court fees.
Team matches consist of three doubles matches each week best of 3 sets with
a Super Tiebreaker (1st to 10 points by 2) in lieu of the third set
One team point is won for winning at least two of the three doubles matches.
The team with the most Team Points at the end of the season is the league
winner.
Top teams advance to
the 2004 Ga. State Championships Tournament:
Players
may play on more than one team at different levels (a 3.5 player can play
6.5 and 7.5). However, if both teams advance to the State Championships, the
player must choose one team to represent.

Rules and Regulations
Note: These Rules DO NOT
apply to Mixed Doubles. See Mixed Doubles Regulations for those rules.
P.A.T.A. (Piedmont Area Tennis
Association) is a USTA
local league in the Georgia District of the Southern Section of USTA. PATA
is a non-profit organization whose
mission is the growth and development of tennis. PATA's league
boundries include Rockdale, Newton, Walton, Monroe and Jasper Counties. PATA utilizes the
programs of the United States Tennis Association (USTA), the Southern
Tennis Association (STA) and the Georgia Tennis Association (GTA). Teams
who play within the PATA league have the opportunity to advance to the
USTA
State, Sectional and National Championships.
PATA
and all players participating in PATA leagues shall observe and be
governed by all rules and regulations of the USTA, STA, and GTA including
standards of good conduct, fair play and good
sportsmanship. Any local rule or regulation found to be
in conflict with aforesaid rules and regulations shall be deemed null upon
discovery of such conflict.
TennisLink is the official
system for registering teams, reporting scores and providing standings for
the USA League Tennis Program.
Local team play with three doubles positions in Adult
combined levels 5.0, 5.5, 6.5, 7.5, 8.5, 9.5 and 10.5 and Senior combined
levels 6.5, 7.5 and 8.5.
Winning local teams advance to the State
Championship in November, with a chance of advancing to the Sectional
Championship.
GENERAL
(A)
Play is
governed by the RULES OF TENNIS, “The Code” and the USTA Southern Section
Regulations. Local and/or State regulations shall not be in conflict with
the Southern Combo Doubles Section regulations.
(B)
No Southern
Combo Doubles Regulations or Procedure may be waived by the State
Association or by any local, state or sectional league coordinator.
(C)
The
Sectional League Coordinator, in conjunction with the USTA Southern
Section Adult/Senior Leagues Committee, shall have the authority to
interpret the Southern Combo Doubles Regulations.
(D)
The
National Tennis Rating Program (NTRP) is the official system for rating
levels of competition in the Southern Combo Doubles.
(E)
These rules
Do Not apply to the mixed doubles league. See the mixed doubles
regulations for those rules.
PLAYER
ELIGIBILITY
(A)
All participants must be current members of the USTA. New members
and renewing members must pay on line at
www.usta.com
(B)
All
participants must reach 19 years of age during the calendar year in which
they play their first local league match.
(C)
Each player
listed on a roster must pay a PATA league fee. This fee is submitted
through TennisLink at the time of player registration and paid with a
credit card.
(D)
Teams must play within the geographic boundaries of PATA.
(E)
Teams must consist of a minimum of
six (6) players per team and a maximum of twelve (12) players per team for
combo doubles.
(F)
Players may
be added to the roster anytime using the TennisLink program.
Additions will be accepted through the last match of the regular (round
robin) season.
(G)
No individual
is eligible to progress to the State Championship unless he/she has played
on that same team in at least one match during it’s Local League season. A
forfeited match shall count as a match played for the player(s) who received
the forfeit. A retired match shall count for all players involved. In cases
where there is a single team at the 5.0, 5.5, 8.5 and 9.5 levels from a CTA,
the requirement for playing one match is waived. If no local competition is
offered at the 5.0, 5.5, 8.5 and 9.5 levels from a CTA, a team may advance
directly to the State Championship at which that level of competition is
offered.
(H)
A player must register and/or be added PRIOR to participating in a
match. The league coordinator has the ability to verify the exact time of additions.
(I)
Each
individual doubles team’s combined NTRP ratings may not exceed the
following limitations:

(J)
Players who
violate the ratings rules (i.e. combined team rating is too high, or
individual rating exceed regulations), shall forfeit that positions point.
Only the
affected position is forfeited.
(K)
Players
having a current computer rating must use that rating.
Players without a computer rating may self-rate themselves in
accordance with the NTRP and/or with the supervision of the local Southern
Combo Doubles Coordinator.
FORMAT
(A)
Each meet
format will be three individual men or women’s doubles matches.
(B)
Levels
offered in this program are Adult combined levels 5.0, 5.5, 6.5, 7.5, 8.5,
9.5 and 10.5 and Senior levels 6.5, 7.5 and 8.5.
(C)
A doubles position’s combined rating CAN NOT exceed the level of the
league. This means that two players cannot field a position whose
individual ratings are the highest in the level. (I.e. in the 5.5 league,
a 2.0 and 3.0 or a 2.5 and 3.0 player may play together, however, two 3.0
players could not as they would exceed the level of the league when you
add 3.0 and 3.0).
(D)
Unless otherwise approved by the
Coordinator, each
individual match
will be the best of two sets with the set tiebreak (first team to win 7
points with a margin of 2) shall be used a 6-all in each set. In the event of split sets, a
Match or Super Tiebreak
(first team to win 10 points by a margin of 2) shall be played in lieu of a third set with the two
minute set break with no coaching allowed. The tiebreak shall be scored as
1 set and 1 game for tiebreak procedures.
ADULT LEAGUE TIE-BREAKS
Set Tie Breaks
(First team to 7 by a margin of two points)
If a set reaches 6-all,
players must play a Set Tie Break. The order of serving is the same as that of
the start of the match.
To Begin:
the first server shall serve one point from the right side. The second
server shall serve two points, starting from the left side and ending on
the right side. The third server shall serve two points, starting on the
left and ending on the right side. The fourth server shall serve one point
from the left side and then players change ends of the courts. The fourth
server shall then serve one point from the right side. Play continues in
such a manner until one team wins at least seven points with a two-point
margin. Teams change ends of the court every six (6) points.
Match (Super) Tie
Breaks (First team to 10 by a margin of two points)
If the match score
reaches two (2) sets all (both teams have one set),
players must play a Match Tie Break. The Match Tie Break is treated as a
new set. Players may take a 2 minute rest after the 2nd set and before the
third set. Team mates may change service order and are also able to
change sides of the court (deuce or add).
To Begin:
the first server shall serve one point from the right side. The second
server shall serve two points, starting from the left side and ending on
the right side. The third server shall serve two points, starting on the
left and ending on the right side. The fourth server shall serve one point
from the left side and then players change ends of the courts. The fourth
server shall then serve one point from the right side. Play continues in
such a manner until one team wins at least ten points with a two-point
margin. Teams change ends of the court every six (6) points.
DIVISION WINNERS AND STATE CHAMPIONSHIP ADVANCEMENT
(A)
Division winners will
be the top team at each level who accumulates the most TEAM POINTS
during the season.
One(1) team point is
won for winning at least two of the three doubles matches.
In the event of a tie,
whether in a round robin or single elimination competition, the tie shall
be broken by the first of the following procedures that does so:
(1) Individual Matches. Winner
of the most individual matches in the entire competition.
(2) Sets.
Loser of the fewest number
of sets.
(3) Games.
Loser of the fewest
number of games.
(4) Head-to-Head.
Winner of head-
to-head match.
(B)
Division winners will receive PATA bag tags and are eligible to go to the State Playoffs held each year in November
with the opportunity to advance to the Sectional Championships.
(C)
PATA may send one team in each combo level per season to the
Georgia State Championships. If the Division winner declines the
invitation to the State Playoffs, the bid will be offered to the second
place team and so on.
(D)
Players
must play in at least one local match in order to advance to the State
Championships or the Southern Combo Doubles Southern Sectional
Championship.
(E)
Where there
is no local senior division, a senior team may qualify in the adult
division to progress to the State Championship in the senior division.
All matches for both the adult team and the senior team will count in the
standings.
(F)
Players may
play on both adult and senior combo teams, however if both the adult and
senior team advance to the State Championship, the player must qualify in
both divisions.
(G)
The 2005 Ga. State Championships Tournament
will be held in Bainbridge, Ga on the following dates:

TEAMS THAT QUALIFY TO REPRESENT PATA IN STATE OR
SECTIONAL CHAMPIONSHIPS SHOULD MAKE EVERY EFFORT TO PARTICIPATE.
TEAM
CAPTAIN DUTIES
(A)
Each team captain is responsible to thoroughly read these PATA
Rules and Regulations and see that each of his/her team members has access
to and understands said regulations prior to the start of the league
competition.
(B)
The home team captain must contact the visiting team captain three
days prior to a scheduled match to provide information and make
arrangements for the match. If the captain listed on the schedule will
not be present at the match, he/she should notify the opposing captain as
to who will be acting in his/her stead. The captains can agree on order
of play.
(C)
The home team supplies the balls that will be used during each home
match, and the visiting team supplies the unopened balls that will be
retained by the winner.
(D)
Captains must print a scorecard from the TennisLink program before
each match. Players AND their ratings will be listed at the bottom of each scorecard;
therefore, if you have any add ons, you should print the cards before each
match to ensure that those players are listed. Printing the card that
lists the entire team roster will avoid confusion with the opposing team.
(E)
Once the teams exchange lineups (with a full complement of six
players) no movement of players is allowed, unless the rules of inclement
weather apply. If a player or players do not show up within the 15-minute
default time or a player is injured during the warm-up and there is no
substitute (a player not listed in the lineup) available, only the
affected position is forfeited. DO NOT MOVE PLAYERS ALREADY LISTED ON THE
CARD TO ANOTHER POSITION.
(G)
The scores from each meet must be entered into the TennisLink
program within 24 hours after the match is completed, and the last meet of
the season within 4 hours of match completion. It is the responsibility
of both teams to enter/confirm scorecards. Captains should keep a hard
copy of each of their scorecards. Scores will automatically be confirmed
48 hours after they are entered in TennisLink, so be sure they are
correct.
(H)
No appeals can be made for incorrect score input after 48
hours.
INCLEMENT WEATHER
(A)
The only weather conditions which authorize the cancellation of the
match are rain or severe temperature, below 30 degrees or above 98 degrees. A one-hour delay
of start in order for the weather conditions to improve is to be
observed.
(B)
In the event inclement weather occurs after play has begun,
completed individual matches will stand as played and incomplete matches
must be resumed by the same players at the exact set, game and point that
existed when play was halted. Substitutions may be made in any individual
matches that have not begun.
(C)
Any match postponed due to inclement weather must be completed
within 10 days of the scheduled match date unless otherwise excused by the
League Coordinator.
The default deadline is on the 10th day at the normally
scheduled league time (i.e. 7:00pm,6:30pm,etc.). Whichever team
does not show up at this default day and time, looses (defaults) the
match.
If a match is scheduled on the 7th day and it
rains, the match must still be played within the original 10 day
deadline.
If there is inclement weather on the 10th day, the default deadline is
the Next Day at the normally scheduled league time.
Any matches postponed during the last week of play
must be completed within 5 days
of the scheduled match date unless
otherwise excused by the League Coordinator.
If
there is inclement weather on the 5th day, the default deadline is
the Next Day at the normally scheduled league time.
(D)
Arrangements for make-up matches must be agreed upon within 48 hours of
the original match start time, Or assumed rescheduled for the makeup
deadline time.
(E)
Once a time for the make-up match has been agreed upon by the
parties involved, that match MAY NOT BE CANCELLED for any reason other
than inclement weather. If the match had already begun the same players
must arrive at the appointed time, or default.
K.
FORFEITURES &
DISQUALIFICATIONS
(A)
If a team knowingly begins a team match without a full complement of
players for the lineup (i.e. five players rather than six) they must
forfeit from the bottom. For example, a team with 5 players would forfeit #3 doubles.
(B)
If a team forfeits an entire team meet (all 3 positions) or 6 individual
matches during round robin
play, the team may be removed from competition immediately. If removed,
then all matches of that team played or to be played shall be null and
void and any remaining unplayed matches will be treated as bye's. The
forfeiting team may be placed on a probationary watch the following
season.
(C)
Any team found playing an ineligible player may immediately be retired
from league play for at least the remainder of the league year. A
grievance may be filed against the ineligible player and/or team.
(D)
A player may not be
disqualified based on match results from the Combo Doubles division.
Note: Combo Doubles
Leagues will NOT be part of generating a player's year-end rating.
IN THE EVENT OF A DISPUTE AND GRIEVANCES
(A)
Disputes must be handled by the Combo Doubles League Coordinator listed at
www.patatennis.com. All questions and/or issues concerning rules should
be sent to the Combo Doubles League Coordinator.
(B)
All complaints alleging a violation of the USTA Constitution, By-Laws or
Standing Orders; the USA LEAGUE TENNIS REGULATIONS, the PATA Rules and
Regulations; or standards of good conduct, fair play and good
sportsmanship, shall be filed in writing and postmarked prior to the next

(C)
All complaints shall be filed against a player or team, (a) by the team
captain of the team who has competed in the match where the alleged
violation occurred or (b) by a league coordinator.
(D)
A copy of such complaint shall be sent to the party(ies) against whom the
complaint has been made.
(E)

7.0 COMBO DOUBLES STATE
LEAGUE REGULATIONS
All USA League Tennis
Regulations in 1.00 GENERAL, 2.00 GRIEVANCE PROCEDURES and the following
regulations shall apply to the Southern Combo Doubles League Program.
7.01 LOCAL LEAGUE
7.01A Number of Teams.
A local league
shall consist of a minimum of two teams per level in a specified registered
CTA that applies local league regulations. A local league
may choose to divide any or
all NTRP levels into flights. Where flights are used, a playoff structure
may be established to determine a champion for each NTRP level.
(See 7.01H(l) and
7.0IH(5).)
7.01B Team.
A team shall consist of a
minimum or six players eligible to compete at a specific level of
competition. The Local League may limit the number of players that
appear on a team roster and
the number of players that are at a specific NTRP level.
7.01C Age.
Each player shall have
reached the age of nineteen prior to or during the calendar year in which
such player plays in his/her first local league match.
7.01D Entry.
A player without a computer
rating must self-rate to enter the program. A player with a current NTRP
computer rating must use that rating to enter the program.
Note: Any player
disqualified from the adult or senior division may not play at the
disqualified NTRP level of play in the Southern Combo Doubles division (and
any
lower level of play) for
the remainder of the league year and for up to five years unless a new NTRP
computer rating is generated. A disqualified player becomes
a benchmark. (See3.06B.) In
combined leagues, the disqualified player must play with a partner that does
not surpass the level entered.
A player may not be
disqualified based on match
results from the Combo Doubles division. Note: Combo Doubles Leagues will
not be part of generating a player's year-end rating.
7.01E Levels of Play.
The championship
levels of play are the combined NTRP levels of 5.0, 5.5, 6.5, 7.5, 8.5 and
9.5. To play in the:
5.0 level your rating
cannot exceed 2.5 5.5 level your rating cannot exceed 3.0
6.5 level your rating
cannot exceed 3.5 7.5 level your rating cannot exceed 4.0
8.5 level your rating
cannot exceed 4.5 9.5 level your rating cannot exceed 5.0
7.01F Men and Women.
Men's and Women's
leagues shall be separate at each approved level of competition. The local
league shall determine which approved levels
shall be available for men
and women in local league competition.
7.01G Scoring and Rest.
Local Leagues
may choose any of the USTA approved scoring methods.
7.01H Competition Format.
7.O1H(1) Round Robin.
Each NTRP level
within a local league shall play at least one round robin competition
wherein every team plays every other team. Any NTRP
level may be divided into
flights and each team shall play every other team in its flight. The flight
winners may enter a playoff structure to establish a local league
champion for that NTRP
level.
7.01H(2) Team Match and
Scoring. Each
team match shall consist of three individual doubles team matches. The
method of awarding points in order to
determine the winning team
of a local league team match and the winner of the local league competition
may be a method selected by the local league.
7.01H(3) Individual Match.
An individual
match is any Combo Doubles match played as part of a team match.
7.01H(4) Team Lineups.
The team
captains for each team shall exchange their team match lineups
simultaneously prior to the beginning of the team match. No
substitution may be made in
an individual match after the lineup has been presented, except for injury
to or illness of a player prior to the start of such match,
and except under such
further circumstances as the local league authorizes. If the substitution is
made during the warm-up, the substitute player is entitled to a five (5)
minute warm-up. The forfeit
principles in 7.03L shall be applicable, with such modifications as a
sectional association may authorize.
7.01H(5) Player
Participation.
7.01H(5) a.
A player may play on one
team at an NTRP level in the same local league (CTA) during the
same season. In local leagues (CTA’s) where NTRP
levels are divided into
flights, players may not play in more than one flight.
7.01H(5) b.
A local league (CTA) may
authorize participation in more than one NTRP level in the same local
league (CTA) during the same season.
7.01H(5) c.
A player may play on more
than one team within an NTRP level in the same season provided it is in
separate local leagues (CTA’s).
7.01H(5) d.
Where there is no local
Senior Combo league, a Senior team may advance directly to the State
Championship in the Senior division. If a Senior
team plays in the Adult
League, all matches for both the adult team and the senior team will count
in the standings and toward meeting the one match
eligibility regulation.
7.01H(5) e.
Players may play on both
Adult and Senior combo teams, however if both the Adult and Senior team
advance to the State Championship, the player
must qualify in both
divisions.
7.01H(5) f.
Players who qualify for the
State Championship must choose which one team they will represent. However,
a player who qualifies for the State
Championship in both the
Adult and Senior divisions, are permitted to play on both teams at the State
Championship.
7.01H(5) g.
An individual may play in
one doubles match within each team match.
7.01H(6) Coaching.
Coaching will be
permitted during the rest period only if the scoring method is the best of
three sets and there is a l0-minute rest period between
2nd and 3rd sets.
7.01I Local League
Champions. At
the conclusion of local league competition, the local league coordinator
shall certify to the State League Coordinator the results of the
local league competition,
the names(s), email address(es) of the team captain(s), and team number (s).
Local league competition must be concluded prior to October 16,
2005.
7.02 PROGRESSION.
7.02A Local League
Competition.
Each team that wins a specific level of local league (CTA) competition shall
be entitled to advance to the State Championship. If a local
league (CTA) holds two
seasons at a specific level, they must have a minimum of three teams
participating in one of the two seasons at that level to receive two
invitations to
the State Championship.
7.02B State
Championships.
Each State association shall determine and announce a method or progression
suitable for its registered CTA for advancement of its local
league teams to State
League Championships. The winning team at each level at the State
Championship shall be eligible to compete in the League Sectional
Championships.
7.03 LOCAL LEAGUE, STATE
and SECTIONAL CHAMPIONSHIPS.
7.03A Eligibility.
7.03A(1).
The Local League or State
has the authority to determine the progression of teams to its Championship
competition by (1) determining a champion of the
preceding level of
competition by NTRP category or (2) the use of the Championship Wildcard
Procedures. Champions of the preceding level of competition must be
included in the
progression.
7.03A(2).
An individual player may
play in only one doubles match within each team match.

7.03A(3). No individual is
eligible to progress to the State Championship unless he/she has played on
that same team in at least one match during it’s
Local League season. A
forfeited match shall count as a match played for the player(s) who received
the forfeit. A retired match shall count for all players
involved. In cases where
there is a single team at the 5.0, 5.5, 8.5 and 9.5 Adult levels or 6.5, 7.5
and 8.5 Senior levels from a CTA, the requirement for playing

local competition is offered at the 5.0, 5.5, 8.5 and 9.5 Adult levels or
6.5, 7.5 and 8.5 Senior levels from a CTA, a team may
advance directly to the
State Championship at which that level of competition is offered.
7.03A(4).
A minimum of six members
who were on the final roster of their local league team at the conclusion of
local league play must be available and eligible to
compete at the State
Championships and above. The Championship Tournament Committee, by majority
vote, may reduce that number to not less than four.
7.03B. Official League
Championship Entry.
An official copy of the
final USTA Team Roster for the Local League shall be submitted by the team
captain or coordinator to the
State League Coordinator
prior to October 21, 2005.
7.03C.
Scoring and Rest. All Matches will be the best of two sets and the set
tiebreak shall be used a 6-all in each set. In the event of split sets, a
set or match tiebreak shall
be played in lieu of a
third set with the two minute set break with no coaching allowed.
(The tiebreak shall be
scored as 1 set and 1 game for tiebreak procedures.) For play at or below
the State level, the State association may authorize the use of other USTA
approved scoring methods
and other scoring methods that are compatible with the USTA NTRP Computer
Rating System. At the State Championship level, if an
emergency or other
condition dictates, the tournament referee may authorize the use of other
USTA approved scoring methods in order to complete play on schedule.
7.03D Competition Format.
The
Championships Committee shall determine the format for the competition.
7.03D(l) Round Robin.
If round robin
competition is used, than each team shall play every other team in its
flight and the team with the most team points shall be
champion in its flight. The
use of flights requires a playoff structure to establish a champion.
7.03D(2) Single
Elimination. If
single elimination competition is used, then each team shall be drawn in
tournament format in accordance with the USTA Tournament
Regulations.
7.03E Match Points.
A team match format
shall be three individual doubles matches. The team winning the majority of
those three individual matches shall be awarded one
team point.
7.03F Participation.
An individual player
may play in only one doubles match within each team match.

7.03G Substitutions.
No substitutions may be
made in an individual match after the lineup has been presented, except for
injury to, illness of, or disqualification of a player,
prior to the start of such
match, and except under such further circumstances as the championship
committee may authorize. If the substitution is made during the warm-up,
the substitute player is
entitled to a five (5) minute warm-up.
7.03H Coaching.
No coaching is allowed
during a match.
7.03I Procedures in the
Event of a Tie.
In the event of a tie, whether in a round robin or single elimination
competition, the tie shall be broken by the first of the following
procedures that does so:
7.03I(1) Individual
Matches. Winner
of the most individual matches in the entire competition.
7.03I(2) Sets.
Loser of the fewest number
of sets.
7.03I(3) Games.
Loser of the fewest number
of games.

7.03I(5) A method to be
determined by the championship committee:
procedures to be announced
prior to commencement of championship competition.
7.03J Individual Forfeits
(DEFAULTS): An
individual forfeit (default) occurs when a player fails to appear on time,
or is defaulted by a tournament official for misconduct.
7.03K Scoring of Individual
Forfeits (DEFAULTS):
The forfeits described in
7.03J will be scored as a 6-0, 6-0 win for the doubles team receiving the
forfeit and a 6-0, 6-0 loss
for the doubles team that
forfeited the match. In the event of a forfeit by both opposing teams, both
sides will be given a 6-0, 6-0 loss and neither receives credit for a win.
NOTE: If a double default
results in a tie, the tiebreak procedures shall be the same as in 6.03I in
order to determine a winner of that team match.
7.03L Team Forfeits.
If a team must forfeit
one position in a match, they may do so without forfeiting the entire match.
Said position shall be the No.3 Doubles.
7.03M Scoring of Team
Forfeits. If a
team forfeits an entire team match for any reason during round robin play,
then all matches of that team played or to be played, shall be
null and void. If all teams
in contention for the Championships have already played the forfeiting team
in good faith, the matches stand as played. The section may impose
further sanctions or
penalties on said team.
7.03N Retirement.
A retirement occurs
when an individual match has started and a player (doubles team) is unable
to continue due to injury, loss of condition or
emergency.
7.03O Scoring of
Retirements. In
case of a retirement, the non-retiring player (doubles team) shall be
credited with such number of additional games as would have been won
if the match was completed
and the non-retiring player (doubles team) won every subsequent game.
NOTE: For NTRP computer data entry, actual scores are required.
